WhatsApp Business B2B: how to use it Really. without violating the GDPR

App or Business Platform, what costs in 2026, what allows the Privacy Guarantee on cold messages, and why in our multichannel sequence is never the first touchpoint.

WHATSAPP BUSINESS B2B — OPERATIVE GUIDANCE

TL;DR — WhatsApp Business for B2B has two faces: the free app, good for a single operator, and the Business Platform (API), paid by message since 2025, designed for structured companies that want automation and CRM integration. The point that almost no guide says clear: cold writing on WhatsApp is not like cold email — the Privacy Authority requires explicit consent, not just the legitimate interest. In our outbound system, WhatsApp is never the first message: it comes into play only after the prospect has already shown interest on another channel.

In Italy 90.1% of internet users between 16 and 64 years use WhatsApp every month — more than Facebook, more than Instagram — according to the Digital 2026 Report by We Are Social. For those who sell B2B, the question becomes natural: why limit yourself to email and LinkedIn when the channel where your decision makers spend more time is another? But I don't. WhatsApp Business for B2B is not "manda a message instead of an email" — it has different technical and legal rules, and use it badly costs more than it seems, not only in euro.

In this guide we see the real difference between app and business platform (the API), how much it costs in 2026, what the GDPR really says on cold messages, and where we put WhatsApp in multichannel outbound systems that we build for our customers — with a rule that is worth more than any copy makeup: it is never the first message we send.

What is WhatsApp Business for B2B (and why in Italy it weighs more than elsewhere)

WhatsApp Business is the version of the app designed for companies, with verifiable profile, catalogs, quick answers and basic statistics. It is free and uses most Italian micro-enterprises to respond to customers. But at the moment you want automation, more operators on the same number, or integration with a CRM, the app alone is not enough — you need the WhatsApp Business Platform (what most market still calls, by habit, "API WhatsApp").

The reason why in Italy this channel weighs more than elsewhere is not only cultural. The personal phone number is often a more reliable contact of the corporate email box — which in many SMEs is filtered by a secretariat or an assistant before arriving at the decision maker. A WhatsApp message read by those who decide, first person, happens more often than you understand with the email.

App or Business Platform (API): what you really need

The most common confusion we see in the first call is to think that "doing WhatsApp B2B" automatically means using the API. In most cases, for small volumes, the free app is enough. The Platform makes sense only from a certain operational scale.

CriteriaWhatsApp BusinessWhatsApp Business Platform (AP)
CostFreePayable by message (see table below)
Operators1 phone, few connected devicesUnlimited team, centralized management
AutomationQuick responses, message of absenceChatbot, approved templates, scheduled sending
CRM IntegrationNo nativesYes, via API — CRM, Make.com, ticketing
ActivationImmediately, from the appThrough a Business Solution Provider verified by Meta
When it makes senseSmall team, low volumes, only one numberMore people on the same number, automation, reporting

The practical rule we use with customers: if the volume of WhatsApp conversations you generate remains manageable by a person on a phone, the app is enough and advances — you don't need to pay for the API before you need it. The jump makes sense when WhatsApp becomes a structural channel of your commercial system, not an occasional extra.

How much does WhatsApp Business API cost in 2026 (real numbers)

The price model has changed substantially over the last two years, and many online guides still report fares exceeded. From 1 July 2025, Meta invoices each model message (pre-approved "templates" opening a conversation) based on category the message and the Country of the recipient — no more to "conversation" lump sum as in the past. From 1 October 2026, according to Meta, service messages sent out of the 24 hour free service window are also billed.

Category messageWhat it coversIndicative cost per message (Italy, 2026)
MarketingPromotions, offers, commercial messages not required by customer action6-7 cents
UtilityConfirmation, reminder, updates on an order or an appointment already in progress3-4 cents
AuthenticationOTP Codes and Identity VerificationDedicated rate, usually the lowest
ServiceDirect customer responses within 24 hours windowFree in the window; billable from 01/10/2026 out of it

Source: Meta Business Platform tariff and BSP pricing guides, consulted in September 2026 — exact rates vary by country and must be verified on the official tariff at the time of activation.

To these amounts the channel of the platform that manages the sending (the BSP): almost all suppliers apply a markup over the base tariff of Meta, as well as a monthly fee per active number. The account that really matters is not "how much does a message cost", but how much does it cost? for conversation that really generates an appointment — a detail that no price page shows you, because it depends on how you use it, not how much you pay by message.

WhatsApp and GDPR: what you can write cold (and what not)

This is the point where most of the guides on WhatsApp Business remain vague — and where you have to be precise, because the difference with cold email is real, not a nuance. In the cold B2B email, as we treated in guide to cold email, there is a legitimate margin based on the principle of legitimate interest (Art. 6.1.f GDPR) when the message is relevant to the role of the recipient. On WhatsApp this margin does not exist in the same way.

The Data Protection Authority has repeatedly reiterated — last confirming its position in October 2025 — that sending promotional messages through instant messaging services such as WhatsApp requires explicit, documented and specific consent of the recipient. The legitimate interest is not enough, the consent given by email or SMS is not inherited: it should be collected for this specific channel, it should be stored (date, time, mode), and every message must make it easy to revoke.

Basically, for the B2B, this means that WhatsApp works well as channel follow-up on a contact that has already interacted — responded to an email, accepted a LinkedIn connection, left the number in a form — much less as a first contact channel on a purchased cold list or online collection. Treating it as a second email channel is the fastest way to turn a good channel into a risk of compliance.

Why in our WhatsApp sequence is never the first message

In systems of outbound multichannel that we build — email, LinkedIn, WhatsApp and phone coordinated on the same contact — we apply a simple rule: we contact a prospect on WhatsApp or its direct number only after which has already shown a concrete sign of interest on another channel — a repeated email opening, a visit to the LinkedIn profile, a partial response. It is not only legal caution: a WhatsApp message that comes after a sign of interest has a real context to quote ("I saw you opened the email on the Pilot"), instead of being a cold message on a number that the prospect did not expect to receive.

In practice, in a typical sequence of 5-7 touchpoints on 14 days, WhatsApp typically enters around the seventh day — after the opening email and a LinkedIn touch, before the call — and only on contacts that have already given a signal. Who has not shown interest remains on channels where the legitimate margin is stronger (email, LinkedIn), never passes to WhatsApp.

How to integrate with CRM and other channels

Used well, WhatsApp is not an isolated channel: it is a knot inside the commercial system. With the Business Platform connected via API to a CRM (Pipedrive, HubSpot) or to an automation tool like Make.com, every incoming or outgoing message automatically updates the contact status — no conversations that remain isolated on the phone of those who manage them, no leads that disappears because no one has marked the answer in the CRM in time. The same principle of connecting different channels in one stream we treat it more in detail in the guide to integrate CRM and billing.

For those who already manage emails and LinkedIn as separate campaigns — the logic we explain in the guide to LinkedIn outreach B2B — WhatsApp is added as a third independent channel, not as a step inside the same automatic sequence: it activates on triggers (the sign of interest), not on a fixed timer.

The most common errors when using WhatsApp for B2B

  • Treat it like a second email. Copying the email text in the WhatsApp message, only shorter, is the fastest way to make it look spam — and in fact it is often, from the point of view of the GDPR.
  • Write in cold on purchased lists. Without a sign of interest or explicit consent, it is the case with more risk of compliance of all multichannel outbound.
  • underestimate the cost per message on a large scale. A few dozen conversations a month the difference is marginal; on thousands of contacts, the cents per message become a budget item that needs to be planned, not discovered in invoice.
  • Don't connect it to CRM. WhatsApp managed only by the app, without integration, remains invisible to the rest of the team — and the first that notices is the prospect that writes again because no one answered.

From where to start: the framework in 3 moves

  1. Consider if you really need the API. If volumes remain manageable by a person on the free app, do not pay for automation before it serves.
  2. Put your consent before the channel. Before you write cold on WhatsApp, check on which legal basis you support — and if you do not have it, use it only as a follow-up on who has already interacted elsewhere.
  3. Connect it, don't isolate it. Whether you use the app or the platform, make sure that every conversation updates the CRM: it is the difference between a channel that strengthens the system and one that lives on its own.

It is the same principle with which we build systems outbound multichannel for our customers — including cases such as Reebok EMEA (2.5M€ pipeline in 12 months) and Profood (more than 345K€ of orders), where email, LinkedIn, WhatsApp and phone work as coordinated channels on the same contact, not as isolated sequences.

FAQ: WhatsApp Business B2B

What is the difference between the WhatsApp Business app and the WhatsApp Business Platform (API)?

The WhatsApp Business app is free, designed for a single operator on a single phone, with minimal automations (fast responses, message of absence). The WhatsApp Business Platform (ex API) is designed for structured companies: more operators, integration with CRM and automation tools, scheduled sending, but is paid by message and requires activation through a Business Solution Provider verified by Meta.

How much does WhatsApp Business API cost in 2026?

From 1 July 2025 Meta invoices each model message (templates) according to the category and country of the recipient: in Italy, indicatively, marketing messages cost 6-7 cents and those 3-4 cents. From 1 October 2026 service messages outside the 24 hour free window will also be billed. To this is added the channel of the platform (BSP) that manages the sending.

Is it legal to write cold to a B2B prospect on WhatsApp?

No, not the same as cold email. The Data Protection Authority has repeatedly reiterated that sending promotional messages through messaging services such as WhatsApp requires the explicit and specific consent of the recipient: the legitimate interest, which regulates most of the cold B2B email in Italy, is not a valid legal basis for this channel.

WhatsApp should be inserted in the same automatic sequence of emails and LinkedIn?

No. It should be treated as a trigger channel: it is activated only after a signal of real interest of the prospect (email opening, visit to the LinkedIn profile, answer to a previous touchpoint), not as the first automatic message of a sequence.

Does WhatsApp Business integrate with CRM?

Yes, through the Business Platform connected to a CRM (Pipedrive, HubSpot) or an automation tool like Make.com, so every WhatsApp conversation automatically updates the contact status instead of staying isolated on the phone of those who manage it.

Does WhatsApp work better than email or LinkedIn for B2B?

It is not a substitute, it is a complementary channel. Email and LinkedIn climb better for the first contact on broad lists; WhatsApp gets higher opening and response rates but only when it comes to those who have already shown interest — used cold on cold lists risks being both ineffective and not in compliance with the GDPR.
